| When one considers major public policy issues being debated in Florida, it's easy to appreciate the impact government decisions will have on the state and on the lives of Florida's residents. Criminal justice reform, home foreclosures, off-shore drilling in the Gulf, future jobs in the Lake Okeechobee region and the availability of affordable health care are just a few of the important public policy issues we're facing. The Collins Center is taking an active role in addressing these issues and more as we seek smart solutions for the people of Florida.
To help facilitate and advance these important goals, the Collins Center is very pleased that Tony Carvajal is joining our team as Director of State Policy Coordination. Tony, who currently serves as Executive Vice President of the Florida Chamber of Commerce Foundation, will be based in Tallahassee and will work closely with Steve Seibert, Esq., Senior VP, on state policy matters and on long-term visioning for our state. And he will work with all of our program directors in Tallahassee, Sarasota and Miami to bring local concerns to the Tallahassee policy arena.
Tony has worked with us over the last year to attract business support for criminal justice reform. He will continue working on those issues and will expand our activities to enlist additional state-level business support and to generate local business support in our cities and counties.
As the process of public policy making continues to increase in complexity and impact, solving the challenges that come with them will be our main mission. And in doing so, we are committed to using the best human and technology skills available that serve the needs of our stakeholders and citizens.

Dear Friends and Colleagues:
This week, the Florida Supreme Court ordered that all of Florida's 20 Judicial Circuits institute programs of mandatory residential foreclosure mediation, using a standard Administrative Order that the Supreme Court published.
We are very happy that the Supreme Court's Order agrees with the Report of its Task Force on Residential Mortgage Foreclosure Cases, chaired by Judge Jennifer Bailey of the 11th Judicial Circuit (Miami-Dade County). Both the Task Force Report and the Supreme Court's Order call for a uniform statewide program which, in all of its essential parts, is exactly like that now administered by the Collins Center for the 1st, 11th and 19th Judicial Circuits.
A wonderful and challenging opportunity has been presented to the Collins Center. We have the opportunity to help Judicial Circuits throughout the state begin and operate programs that work. We have extensive experience and we have success. Nearly two-thirds of the cases we have mediated are successful. As we end the year, the Collins Center's Mortgage Foreclosure Managed Mediation Program has nearly 2,500 successful mediation outcomes.
We have a cadre of superb managers (Ned Pope, Gloria Massey, and Chris Bailey); a group of excellent Client Services Representatives who staff our call centers in north and south Florida, and a healthy roster of qualified, trained and certified mediators. These men and women assist homeowners whose properties are pending mortgage foreclosure action at no cost to Florida taxpayers.
By offering Florida homeowners facing foreclosure an opportunity to meet with lending representatives, Florida's Circuit Courts and the Collins Center will reduce the state's foreclosure backlog and give many Floridians an opportunity to take responsible steps to stay in their homes. We stand ready and able to help all who seek our assistance and will be proactive in letting Chief Judges throughout the state know of our availability. Thanks for all of your support to make this very positive development a reality.
