READ the Collins Center "Smart Justice" Report - February 2010
The 2009 Justice Summit was held in Tampa, FL on 16 November 2009
For the first time in its history,Florida now incarcerates more than 100,000 people in its state prisons. Each new prison costs approximately $100 million to build and almost $25 million to operate annually.
Within three years of release, about one-third of inmates are back in custody. Our system is too costly and our recidivism rates are too high.
The 2009 Justice Summit brought together a diverse group of Florida's leaders to discuss justice reform.
Joining the many state officials to discuss this challenge were national experts to share their experiences and ideas.

"The state's criminal-justice policy has become too costly, in ruined lives and strained budgets alike. Reform should focus attention on incarcerating truly dangerous criminals, providing meaningful rehabilitation for the 90 percent of inmates who will eventually be released and diverting people who don't belong in prison."
